Dwight Vigna, ION Senior Advisor, offers deep federal student aid expertise gained from implementing the U.S. Department of Education's Loan Origination System and running it as a contractor for five years. He started working for the Education Department in 2003 as the Director for Servicing and led a team that increased borrower services through a common website. He was then asked to take over as the Director of the FSA Default portfolio.
He has worked with over 23 different Private Collection Agencies and stewarded all 23 PCAs through their first FISMA requirements and audit. Total annual collections exceed 12 billion annually. After leaving the Department for 5 years, he returned as a Senior Project Manager and worked through the final requirements and implementation of the new NSLDS system.
Immediately after the implementation, Dwight was asked to lead a matrixed team of people and contractors to move the processing of Public Servicer Loan Forgiveness, TEACH, and TPD from specific Servicing contractors to the StudentAid.gov platform. He led the teams through requirements, design, and testing of each subsystem over a 2.5-year project plan.
